Dog breed ban
The Central government has taken decisive action to ban dog breeds in response to a concerning trend of fatalities resulting from aggressive dog attacks. Following a comprehensive report submitted to the Delhi High Court by a committee comprising experts and animal welfare bodies, the government has requested states to enact a ban on the import, breeding, and sale of specific dog breeds deemed to pose a significant risk to human safety.
The breeds singled out for prohibition encompass a range of recognized aggressive types, including Rottweilers, Pitbulls, Terriers, Wolf dogs, and Mastiffs, among others. This prohibition extends not only to purebred specimens but also to mixed and crossbreeds involving these potentially dangerous breeds.
The Department of Animal Husbandry and Dairying has issued a directive to all states, urging them to refrain from granting licenses or permits for the commercial sale and breeding of these specified dog breeds. Additionally, there’s an emphasis on the necessity of sterilizing dogs belonging to these banned breeds that are already kept as pets, as a measure to curtail further proliferation.
The decision to implement this ban stems from a combination of factors, including the rising concerns expressed by citizens and various animal welfare organizations. Moreover, the directive aligns with the explicit order of the Delhi High Court, which mandated the Union of India to address the issue following consultations with all stakeholders, ideally within a timeframe of three months.
Furthermore, the government has urged states to ensure the effective enforcement of existing legislation such as the Prevention of Cruelty to Animal (dog breeding and marketing) Rules 2017 and the Prevention of Cruelty to Animal (Pet Shop) Rules 2018. These regulations are designed to safeguard animal welfare and ensure responsible practices in the breeding and sale of pets.
The overarching objective of these measures is to safeguard human life and well-being while simultaneously promoting responsible pet ownership practices. By enacting this ban and advocating for the implementation of relevant animal welfare regulations, the government aims to mitigate the risk of future incidents involving aggressive dog behavior.
Local authorities are expected to play a pivotal role in the enforcement of these directives, and guidelines for the effective implementation of the ban are anticipated to be issued promptly. This concerted effort underscores the government’s commitment to addressing public safety concerns while upholding the welfare of both humans and animals within the community.
